Official Ceremony for Introducing of New Front Desk

Official ceremony for introducing of new Front Desk and Citizens’ Charter was held with patronage of Hon. Karu Jayasuriya, Minister of Public Administration and Home Affairs and participation of Hon. Chandrasiri Gajadheera, Minister of Home Affairs in the evening of July 31, 2007 at premises of the Department of Pensions . With introduction of the Front Desk, the service receivers are provided with the expeditious service at the best.

The Presidential Awards – 2007 for senior citizen pensioners of Sri Lanka

 The Presidential Awards – 2007 for senior citizen pensioners of Sri Lanka was held with patronage of Hon. Ratnasiri Wickramanayake, Prime Minister of Democratic Socialist Republic of Sri Lanka on October 05, 2007 at the auditorium of Youth Center – Maharagama. 350 senior citizens were felicitated at this ceremony appraising their dedication to strengthen the Public Service and their commitment to social services after the retirement.

Information and Communication Technology skills training program for the officials of the Department of Pensions

This training program was given to all officials of the department with assist of ICTA of Sri Lanka under 03 stages in order to strengthen them to work with forthcoming e-pension project. 

 Stage 01- training for upgrading the IT skills (350 officers were trained)

 Stage 02- e-citizen training (250 officers were trained)

 Stage 03- Training for International Computer Driving License (125 officers were trained)

 Awards ceremony for officers successfully completed the program was held on October 22, 2007 at 2.30 p m to 5.30 pm at Hotel Galadari. Chief Guest was Hon. Karu Jayasuriya, Minister of Public Administration and Home affairs. Awards were presented by the Chief Guest.

Extending the final date to declare consent to join Widowers’ & Orphans’ Pensions Scheme

Female officers recruited to pensionable posts in Public Service before 01.08.1983 were given the opportunity to declare consent to join Widowers’ & Orphans’ Pensions Scheme. Final date for declaring consent is December 31, 2007 was published in the Gazette Notification 1489/21 dated 23.03.2007.

Unveil of New Buddha Shrine

After assuming duties of the post of Director General of Pensions, Mr. K.A. Thilakaratne has made all the necessary arrangements to build an elegant Buddha Shrine in the department premises with a portrait statue of Samadhi Buddha Statue of Anuradhapura.

 

This Buddha Shrine was unveiled on May 07, 2007 amidst of enchanting Pirith by Buddhist monks led by the Chief Incumbent of Abesingharama Temple – Maradana and homage of the department employees.

The Pensions Department has taken action to make the pension payment through bank

The Department of Pensions has decided to make the pension payments through the banks. The main purpose of this new system is to give an occasion to the pensioners to draw their pension with out any hindrance. Under this system facilities are provided to credit pension to the bank accounts of the pensioners directly. This new system is being functioned in every district out of North East.

Repeal of circular no 1/2006

Due to repeal of Public Administration Circular No 1/2006, the Circular No. 1/2006 issued for the computation of pension by the Department of Pensions is also repealed.

This has informed by Pensions Circular 2006 and letter dated 31/01/2006 of Director of Pensions.

Until a new salary Circular is issued by the Ministry of Public Administration, the provisions of Department of Pensions Circular No 15/2004 is in effect further for computation of pensions

 353 - Pensioners Welfare Society of Coconut Cultivation          Board.

 354 - Government Pensioners Welfare Society of Diyalagoda, Maggona.

 355 - Public Service Pensioners Society.

Post of the Director of Pension has been changed as the Director General of Pension

The Director of Pension was the head of the Department of the Pension since it was established as a department. But according to a decision taken by the cabinet the post of the Director of Pension has been changed as the Director General of Pension with effect from 3rd August, 2006. The public have been informed to send their documents to the name of the Director General of Pension when they communicate with the Pension Department.

Computer training to a group of officers of the Pension Department

The Director General of Pension has taken steps to give computer training to a group of officers of the Pension Department under the e-Pension project. This training course was commenced on 19-09-2006 and three groups of officers are now being trained. This training course is held on NIIT institution in union place.

A special unit has been opened in the pension development in view of the payment of pensions through the banks

The director of pension hops to expedite bank activities and make the payment properly by opening this unit. This unit has been established under the supervision of the chief accountant of the pension department. Four officers are working in this unit at present.

A holiday resort for pensioners

The pension department has opened a holiday resort for the pensioners in Colombo at wedamulla who are visiting to Colombo or else where.

To stay in this holiday resort the approval of the ministry of public administration & home affairs is required a form issued by the ministry of public administration & home affairs has to be filled up by a pensioners for the approval.

Rooms and meals are available in this resort and these items are supplied to the pensioners at a concessionary rate.

Payment of cost of Living allowance in accordance with Budget Proposals 2009.

Government has decided to amend presently paying cost of living allowance of Rs.1437.50 as Rs.2000 per month with effect from 01-01-2009.

Payment of disabled Orphans’ Pension – Re-amendment.

Legal provisions in order to pay disabled Orphans’ Pension are arranged in compliance with Widowers’ and Orphans’ Pension (Amendment) Act No 44 of 1981 and Widowers’ and Orphans’ Pension act no 24 of 1983. Accordingly, medical board comprising three Medical Officers appointed by the Director of Health Services determines that an Orphan of a contributor suffers from physical or mental disability as renders him incapable of earning his livelihood such Orphan shall be entitled to a pension during lifetime.

 

Various issues have been emerged in the process of payments of pensions to disabled Orphans after death of parents who are male / female officers in public service according by the Department has taken several policy decisions. For more details please see pension circular 1/2009.

Revising of Armed Forces Pension (2009)

The government has decided to revise pension of pensioners drawing salary or pension wither to having retired as a result of terrorist actions / while executing operational duty / implementing law. As the payment of their salaries ceased at the age of 55 years, amendments to the pension will be made by adding their service period from the date of retirement to the date of completing age of 55 years.

 

Service Pensions paying at present will amend and send the relevant forms to you with the sanction of this department for making payments through Divisional Secretariats.

 

Since the persons drawing only a disability pension at present are entitled to receive a service pension also, the Department of Pensions will issue a number again for the same Occurrence.

Payment of Widowers’ Pension for expired Officers in Armed Forces.

Instructions in this regard were issued by Pension Circular 4/2009 Supplementary to Pension Circular 10/93 dated 23-04-1993.

 

Instructions were issued by said circular as that application submit by armed forces for payment of Widows’ Pension may payable by Divisional Secretariats and issue. The award letters after following necessary procedures.

Extending of duration for declaring consent for Widowers’ & Orphans’ Pension scheme.

The opportunity for declare consent for Widowers’ & Orphans pension scheme has been received again for female officers who were appointed to a pensionable post before 01-08-1983 and were in the post at the said date.

 

Female Officers who could not declare consent for Widowers’ & Orphans’ pension scheme were provided the opportunity until 30-06-2009 by gazette Extra ordinary and Public Administration Circular 13/2001(iv).
